SAA認證

SAA認證為澳大利亞的標準機構為Standards Association of Australian旗下認證，所以很多朋友稱為澳大利亞認證。進入澳大利亞市場的電器產品必須符合SAA認證。SAA 的標誌主要有兩種，一種是形式認可，一種是標準標誌。形式認證是只能樣品負責，而標準標誌是需每個進行工廠審查的。SAA的認證範圍主要分為質量管理體系； 環境管理體系； 職業健康與安全管理； 信息安全管理； 常見產品申請澳大利亞SAA認證的周期是3-4周，如果產品質量不達標，可能日期會有所延長。如果運送的產品未獲認證，將會扣留或沒收產品或罰款。

概述

澳大利亞的標準機構為Standards Association of Australian，所以很多朋友把澳大利亞認證稱為SAA認證。實際上SAA只是標準制定機構，而不頒發產品認證證書。SAA後來又改名為：Standards Australia Limited。SAA是獨立的公司，與政府沒有直接的關係，但是聯邦政府和州政府是它其中的成員。SAA和澳大利亞聯邦政府簽署了一個備忘錄，承認SAA是澳大利亞的非政府標準組織的最高組織。備忘錄也指出，標準的制定要與WTO的要求一致。因此，有協定指出當合適的國際標準已存在時，就不用制定新的澳大利亞標準。澳大利亞的標準以“AS”開頭，澳大利亞與紐西蘭的聯合標準以“AS/NZS”開頭。澳大利亞的標準與紐西蘭的標準基本與IEC一致，同時存在一些國家差異。澳大利亞和紐西蘭推行標準的統一和認證的相互認可，產品只要取得一個國家的認證後就可在另外一個國家銷售。

SAA是進入澳大利亞市場的電器產品須符合當地的安全法規，即業界經常面對的認證。由於澳大利亞和紐西蘭兩國的互認協定，所有取得澳大利亞認證的產品，均可順利地進入紐西蘭市場銷售。所有電器產品均要做安全認證（ SAA ）。SAA 的標誌主要有兩種，一種是形式認可，一種是標準標誌。形式認證是只能樣品負責，而標準標誌是需每個進行工廠審查的。目前國內申請 SAA 認證有兩種方式，一種是通過 CB 測試報告轉，若沒有 CB 測試報告，則也可以直接申請。

市場

澳洲和紐西蘭是兩個人口較稀少的國家，人口只有2300萬人口， 但消費能力非常強。

被人們普遍認識的SAA (Standards Association of Australia) 其實是一個標準研究所，主管標準的制定和修訂。進入澳洲（包括澳大利亞和紐西蘭）的電子電器等產品必須通過該認證，在產品上打上認證證書編號，才能合法地進入澳洲銷售。

要求

1.新法令將從今年3月1日正式實行。

2.SAA認證和C-Tick認證講逐步取消，代之以RCM認證，該認證涵蓋安規和EMC（C—TIck可能仍然會適用於一些小功率的無線產品）。

3.所有電子產品，將分為三類：High，medium, low Risk。我們目前沒有詳細的劃分範圍資料，一般來說，電池驅動和電壓在12V以下的產品是低風險，240V標準電壓產品為中風險，高電壓產品為高風險。低風險產品的緩衝期是6個月，中高風險產品緩衝期為3年（該期限是澳洲相關協會的建議，但是具體法令上政府還沒有最終確認）。

4.RCM認證只能由澳洲當地公司申請，該公司必須向澳洲政府申請一個RCM號碼。中國生產商和出口商可以用自己的名義申請IEC或者AS/NZS報告，但是該報告必須交由澳洲進口商來申請RCM。申請註冊費用為每年每產品每商標75澳幣（舉例說明，澳洲某個公司擁有兩個商標：A和B，他從中國進口了完全相同的一個批次的產品，一半打上A的商標，一個打上B的商標，那意味著必須支付150澳幣每年的註冊費用）。

5.根據該專家的意見，由於進口商將承擔產品質量不合格的風險（責任方），而且非澳洲公司無法直接申請RCM認證。則估計，越來越多的稍有規模的澳大利亞公司，會改變目前為了降低費用，由中國生產廠承擔費用製作報告和申請SAA的做法。他們將傾向於指定有一定能力和聲望的實驗室，提供保險的報告和測試數據，再由他們來申請澳洲RCM認證。

6.理論上，澳大利亞實驗室也可以作為申請方幫助某個公司獲得RCM的認證。但是根據該專家的意見，由於從法律上承擔的責任較大，估計大部分澳大利亞實驗室不會主動冒這個風險，即使來做，相關費用也可能會比較高。

機構

澳大利亞是聯邦國家，電器安全及能耗要求的認證、控制和管理工作由各個州或地區的監控部門（Regulatory Authority）按照本州/地區的認證程式進行。任何一個州頒發的證書在其他州/地區同樣有效，不用任何附加手續。此外，SAA標準制定機構的全資子公司QAS（Quality Assurance Services Pty Ltd.）是澳大利亞的NCB（National Certification Body），其出具的證書也到了各個州或地區的承認，具有同等的效力。

除以上各個州的監控部門可以發證，其他民間機構如SGS TCA等也能獲得政府認可。

安全認證

澳大利亞沒有統一的安全認證標誌，各個州或地區都先後以立法的形式規定了對電器產品的管理方法。雖然名稱及頒布的日期不盡相同，各個州或地區關於電氣安全立法的內容基本一致。電氣產品分為管制類電氣（prescribed product）和非管制類產品（Non-prescribed product）。管制類電氣產品根據AS/NZS4417.2劃分，包含電熱設備、製冷設備、電動工具、零部件等。目錄在政府的公報上公布，並根據實際情況增加。昆士蘭州、新南威爾斯州及維多利亞州在認證進程中最為活躍。以昆士蘭州為例，電力法（the electricity Act 1994）宣布了電器認證、銷售及使用的詳細規定。

1、管制類電器：管制類電器強制必須取得由監控部門頒發的認可證書（certificate of approval），並且規定標識（必須打上證書號）。應當注意的是，認證程式只針對安全性而非性能或品質，除非與安全性相關。證書號的第一個字母顯示該證書由哪個州或地區頒發。

2、非管制類電器：非管制類產品雖然不強制取得認證，但其安全性由銷售商/生產商負責，可以自願申請認證。監控部門將為符合標準要求的產品頒發符合性證書（Certificate of Suitability）.取得符合性證書的電器產品可以打上證書號，證書好最後的字母顯示該證書由哪個州或地區頒發，如：

CS/431/Q（昆士蘭）

CS/108/N(新南威爾斯)

RCM標誌：目前澳大利亞和紐西蘭正在引入RCM標誌（Regulatory Compliance Mark）,以實現電氣產品的統一標識，該標誌是澳大利亞與紐西蘭的監管機構擁有的商標，表示產品同時符合安規和EMC要求，是非強制性的。在產品取得安全認證和電磁兼容註冊後，可通過頒發安全認證的監管機構或“RCM Registrar”(Standards Australia)申請使用RCM標誌。

電器產品的EMC（電磁兼容性）要求，即是在固定場合下，電器設備產生的電磁擾動的量度必須低於一定的標準，不妨礙其它電器正常工作；並且設備自身也具有一定抗電磁擾動的能力。

能耗標籤

儘管在大部分州與地區對白家電與家用空調的能耗都有類似的強制要求，各個州的強制認證產品目錄不盡相同。目前昆士蘭州與維多利亞州的產品目錄最為齊全。任何一個州的登記在其他的州與地區也同樣有效。能耗要求適用於下列家用電氣：

電冰櫃與製冷器（測試標準：AS/NZS 44741.1、AS/NZS 4474.2）

洗衣機（測試標準：AS/NZS 2040.1 、AS/NZS2040.2）

乾衣機（測試標準：AS/NZS2442.1、AS/NZS2442.2）

洗碗機（測試標準：AS/NZS 2007.1、AS/NZS2007.2）

單向家用空調（測試標準：AS/NZS3823.1.1、 AS/NZS3823.1.2、AS/NZS3823.2、AS/NZS3823.3）申請人必須向監控機構提交申請表並附上完整正確的測試報告及能耗標籤的樣本。測試報告必須由經認可的實驗室出具，自簽發日起三年內有效。

四、電磁安全性要求

電子電器產品進入澳洲，除安全標示外，還應該有EMC標誌 即c-tick 標誌。目的是保護無線電通訊頻段的資源，它規定的實施制度有點類似於歐洲的EMC指令. 因此，可以由生產商/進口商進行自我聲明。但是，在申請C-tick標誌之前，必須要按相關CISPR標準進行測試。並要由澳洲進口商背書&提交報告。 澳洲 ACA(Australian Commication Authority ) 統一受理，發放登記號碼。

在澳大利亞電磁兼容性由ACA（Australian Communications Authority）監控，在澳大利亞的EMC體系下，產品分為三類，供應商在銷售二、三類產品前必須在ACA註冊申請使用C-TICK 標誌。

一類產品：對使用無線頻譜的設備干擾輻射較低的產品，如手動開關、簡單的繼電器、單向鼠籠式電感電機、電阻等。這類產品在生產銷售時可自願申請使用c-tick標誌。

二類產品：對使用無線頻譜的設備干擾輻射較高的產品，如開關電源、電焊機、調光器、大部分的家用電器等。

三類產品：對使用無線頻譜的設備干擾極高的產品，即CISPR11與CISPR22覆蓋的產品。由於在ACA註冊申請使用C-TICK標誌的申請人只限於在澳大利亞或紐西蘭的註冊公司，可通過澳大利亞或紐西蘭的買家或在澳大利亞或紐西蘭由分支機構/合作夥伴的認證機構申請。

方式

在SAA認證的範圍中，目前中國生產商申請SAA認證主要局限於產品認證這一項。而產品認證根據產品種類不同，主要採用兩種方式：“形式認可”與“標準標誌”。其中“形式認可”只要求生產商提供產品樣品，根據SAA的產品標準進行實驗室檢測。而“標準標誌”除了對樣品的檢測，還要求對工廠進行廠檢。一般要求工廠在申請認證的產品生產流程中有運行有效的質量管理體系。

經過以上其中之一認證受理機構頒發證書後，打上認證公司縮寫代碼和登記證號即為”安全標示”，例如“N12345”, 表示由NSW 頒發的證書，登記號為“1234”。SAA 認證有兩種標誌，一種是形式認可，一種是標準認證。形式認可只對樣品負責，標準認證既要對樣品負責，又要對工廠的品質保證系統進行考核。

SAA的認證範圍廣泛，不同種類的認證標誌也略有不同，主要範圍包括：

質量管理體系；

環境管理體系；

職業健康與安全管理；

信息安全管理；

HACCP食品安全管理；以及產品認證

周期

一般情況下，IT AV 燈具 小家電類常見產品申請澳大利亞SAA認證的周期是3-4周，如果產品質量不達標，可能日期會有所延長。

提交報告到澳州審核時需要提供產品插頭的SAA證書(主要是針對帶插頭的產品),不然不給予辦理,產品裡面的重要的元器件SAA證，像燈具需要提供燈具裡面變壓器SAA證書，不然澳州審核資料不通過
