黃正文，男，民盟，1969年生，環境科學專業，博士，教授，四川省學術與技術帶頭人後備人選，享受成都市人民政府特殊津貼專家。2008年以來主要發表相關學術論文 20餘篇。（其中SCI檢索 7 篇、EI工程檢索 8 篇、ISTP檢索 1 篇），申請發明專利多項（其中已經授權 14項、第一發明人 10 項）。
