在創作歌曲的過程中，麥莉·賽勒斯負責填寫歌詞，而製作團隊則負責將麥莉·賽勒斯交給他的歌詞進行額外的編寫及修改。為了取悅聽眾，Dr. Luke、Jessie J和克勞德·凱利便決定將《Party in the U.S.A.》寫成一首有趣而歡快的歌曲 ，於是就在歌詞中共同構思了像是從麥莉·賽勒斯的角度去思考人生的故事。
