齊弗瑞是歐洲聯盟的精英突擊隊。據說他和阿爾伯特·愛因斯坦有密切的聯繫。愛因斯坦一向堅持，他的科技不應被用於戰爭，然而，齊弗瑞用他的親身經歷證明了，對於保衛萬惡的資本主義，愛因斯坦的科技是多么的必要。
戰場上，齊弗瑞使用的是凝聚了盟軍最先進科技的巨大機器，他可以在很遠的地方使用尖端武器對敵人進行轟炸。這種武器將會在目標位置創建一個時間蟲洞，將目標區域內的物體和敵人吸入，造成巨大傷害。部署時，齊弗瑞可以在他周圍創建一個穩定的大型超空間場，將他和他周圍的友軍單位凍結起來。場中的物體將完全不受外界的傷害。但另一方面，這同樣也使得他們無法移動。由於他的裝備十分笨重，齊弗瑞往往不能進入小型運輸載具，也不能渡水。但是他仍然能使用盟軍的空中運輸系統。

Speeder所領導的Mentalmeisters工作組製作的尤里的復仇MOD《心靈終結》中的盟軍子陣營歐洲聯盟專屬英雄齊弗瑞。齊弗瑞的素材源自《紅色警戒2：尤里的復仇》未啟用的逾時空軍團兵的設定。
在遊戲中只能建造一個齊弗瑞，擁有免疫心靈控制、自動回復生命的能力。不會被載具碾壓， 能夠探測隱形和水下單位，探測範圍為7。
同時不會被轉變為狂獸人或增殖機器人。
