劉鳳霞（1981年3月—），女，漢族，新疆沙灣縣人，中共黨員，新疆大學數學與系統科學學院正教授、碩士生導師。2003年本科及2006年碩士均畢業於新疆大學，2009年獲南開大學博士學位後返校任教，2010年進入該校博士後流動站至2013年出站。
主要從事圖論及其套用研究，聚焦樹分割、超邊連通性及圖染色等領域。主持國家自然科學基金青年項目（2016-2018）及博士科研啟動基金（2009-2011），發表SCI論文7篇，代表作涉及笛卡爾積圖任意可分性、線圖連通度等方向，成果發表於《Discrete Applied Mathematics》《Graphs and Combinatorics》等期刊。其關於生成樹覆蓋的論文獲2016年新疆維吾爾自治區自然科學優秀學術論文三等獎。作為套用數學方嚮導師，參與指導多項國家自然科學基金項目研究。
