世界文學藝術家協會

世界文學藝術家協會（簡稱世界文協），由香港特別行政區政府註冊登記並主管，香江出版社有限公司主辦。商業登記證號碼為：61121794-001-03-13-4，創辦於2000年2月12日。由著名作家、資深新聞策劃人張春發先生領銜策劃與著名史學家文學家吉春先生共同打造，全國多名作家鼎力相助聯盟合作。

2016年9月，民政部民間組織管理局主管的中國社會組織網曝光第十二批“離岸社團”“山寨社團”名單，世界文學藝術家協會在名單中。

協會簡介

世界文學藝術家協會（簡稱世界文協），前身為世界作家協作會，後為世界作家網董事會，現改制為世界文學藝術家協會。由香港特別行政區政府註冊登記並主管，香江出版社有限公司主辦。商業登記證號碼為：61121794-001-03-13-4。創辦於2000年2月12日。由著名作家、資深新聞策劃人張春發先生領銜策劃與著名史學家文學家吉春先生共同打造，全國多名作家鼎力相助聯盟合作。以弘揚人類先進文化科學理論為指導，積極擁護和貫徹聯合國憲章和各項法律法規為宗旨，堅持“百花齊放，百家爭鳴”實踐探索方向。根據市場發展規律，充分發揚文藝民主，團結和組織全世界新老作家進行創新性文化創作的正確決策。經過十餘年堅持不懈的努力，得到了海內外六萬餘名會員的宣傳支持。

協會境況

世界文學藝術家協會，始終堅持以繁榮世界先進文學事業發展為己任，根據事業發展需要，依法成立主席團，以民主投票的方式：選舉張春發先生擔任主席團主席，吉春先生擔任主席團榮譽主席，代運良先生擔任主席團總監，魏寶艷女士擔任常務副主席，田緒清先生擔任執行副主席。團結海內外有識之士，為實現全世界高度精神文明高度物質文明而努力奮鬥。

世界文學藝術家協會已成功實現網路多媒體發展，自主創新的媒體有紙媒《中華風采人物》雜誌、《世紀風采人物》文集、網路媒體《作家日報》、《小說雜誌》社、《散文雜誌》社、《詩歌雜誌》社和會刊《世界作家報》，紙媒《世界作家專刊》，會校《世界作家大學》等。2013年6月，被中國中央電視台定為戰略合作夥伴。以榮譽主席吉春命名的《世界作家吉春獎》被國內外著名專家譽為“僅次於諾貝爾文學獎的世界文學大獎”，得到了國內外專家和學者的高度評價和大力支持。

主要成員

世界文學藝術家協會顧問馬家駿

馬家駿，男，漢族，1929年10月生於河北省清苑縣農村一中醫世家，1938年隨家流亡來陝西，在漢中讀完中國小。1949年上大學，1953年7月畢業於西北大學師範學院（今陝西師範大學）中文系。二年級時，在1951年6月17日《民眾日報》上發表評論文章《評介<前進，美國的人民！>》這是他第一次正式發表文章。1951年12月至1952年4月，他隨中文系師生去洛南縣洛源鄉參加土地改革運動。在運動中他寫了長達300行的長詩《洛源謠》，給民眾朗誦，起了鼓舞作用。該詩在48年後發表在1998年第1期《商洛師範專科學校學報》上。

世界文學藝術家協會主席張春發

張春發，筆名張文，男，陝西漢中人，大學文化。曾任《三秦都市報》安康記者站站長，《法制日報》、《法制與新聞》駐漢中辦事處主任、記者，《陝西工人報》記者站副站長，《中國改革報》駐陝西首席記者，《城市經濟導報-新世紀專刊》副主編，《各界導報-名牌周刊》專刊部主任，《世紀風采錄叢書》編委會執行主編，《世界華商》副總編輯，《消費日報》編輯部、記者部主任。現任《中國新易新聞》網站站長，香江出版社副總編輯，《中國小說》、《中國詩歌》、《中國散文》叢書編委會總編輯，世界文學藝術家協會主席。

世界文學藝術家協會榮譽主席吉春

吉春，大學本科畢業，著名史學家、文學家，文學教授，高級公關員，榮獲2004年《文藝報》評選的全國“人民藝術家”稱號。2010年1月7日陝西師範大學文學教授馬家駿推薦吉春為諾貝爾文學獎候選人。在《陝西日報》、韓城市府、《韓城礦工報》工作，任“炎黃民間文庫”副主編、《健康導報》副總編、西安驪山科技學院副院長兼文學教授、陝西金明星影視文化傳播有限公司名譽總經理等。世界漢詩協會理事，中國當代藝術家協會終身名譽主席，中國民主促進會會員，中國歷史文獻研究會會員，中國史記研究會理事，中國作家協會陝西分會會員，陝西文學創作研究會董事長兼副會長，陝西省兒童文學研究會副會長，西安振興韓城經濟文化促進會創始人，渭南市戲劇家協會名譽主席,韓城市司馬遷學會顧問等。現任世界文學藝術家協會榮譽主席。

世界文學藝術家協會常務副主席楊波

楊波，字囿民，號善民居士，1987年12月生於四川射洪，2010年畢業於四川工程職業技術學院，射洪詩社社長、世界文學藝術家協會常務副主席、常委、副主席兼世界文協網總編。個人作品曾發於《前衛人》、《當代十家詩選》、《遼水歌吟》、《中國小詩》、《一首詩》、《新竹》等詩刊雜誌。

世界文學藝術家協會執行副主席喬.安娜

喬.安娜，筆名，安娜，女，現年30歲，巴拉圭阿曼拜人。19歲開始文學創作，在巴拉圭各個報刊發表小說、詩歌多篇，出版過長篇小說《阿曼》，屬巴拉圭國家作家協會成員，系世界文學藝術家協會執行副主席。

世界文學藝術家協會總監代運良

良傑，真名代運良，著名社會活動家，作家，中央電視台多欄目主編。發表小說散文社會論文多篇。系世界文學藝術家協會常委、總監、副主席。

世界文學藝術家協會副主席任富麗

任富麗，筆名任素演，女，1979年04月18日生，籍貫：河南省鄭州市，現居住地：北京。自學成才。畢業於南開大學，技能英語：具備良好的英語閱讀能力和文獻翻譯能力。

世界文學藝術家協會副主席薛引生

薛引生，男，漢族。1952年1月出生，陝西省韓城市人，大學本科學歷，1972年10月加入中國共產黨，1972年11月參加工作。現在退居二線，任中共韓城市委宣傳部巡視員。

世界文學藝術家協會秘書長吉文仙

吉文仙現任世界文學藝術家協會秘書長、吉春文學院副院長、世界韓城同鄉會秘書長。發表文章《父親的回憶》、《孩子，媽媽想對你說》、《看兒思緒》等和這本《吉春10個觀點評介》。

總 則Chapter I General Provisions

第一條世界文學藝術家協會由中國香港特別行政區政府註冊登記並主管，由香江出版社有限公司主辦，全世界各國各民族作家自願結合的民眾性團體。The first world literature by the Chinese Artists Association and head of the Hong Kong SAR government registration, sponsored by the Lights Publishing Limited, writers of all nationalities around the world combined with a mass voluntary organizations.

第二條本會以人類先進科學理論為指導，擁護和貫徹聯合國各項法律法規。堅持文藝為廣大人民服務，充分尊重文學藝術規律，發揚文藝民主，團結和組織全世界新老作家進行創造性勞動，繁榮和發展世界先進文學事業，為實現全世界高度精神文明和高度物質文明而努力奮鬥。The second World Literature Artists Association aims: to mankind advanced scientific theory as a guide, support and implement the laws and regulations of the United Nations. Services for the majority of the people insist on art, literature and art full respect for the law, promote cultural democracy, solidarity and organize the world of old and new writers of creative work, prosperity and development of the world's advanced literary career, in order to achieve the world's highly spiritual and material civilization and strive height struggle.

第三條本會鼓勵作家深入生活，努力學習，解放思想，勇於創新，提倡題材的多樣化和各種藝術風格，流派自由爭鳴，不斷提高文學創作的思想和藝術水平。積極評選和推薦文學成就突出的作家和優秀作品予以表彰和獎勵。The third article of this will encourage writers deep into life, study hard, emancipate the mind, to be creative, to promote diversity and variety of artistic theme styles, genres freedom contend, and continuously improve the ideological literary and artistic level. 第四條、本會組織和推動文學評論和研究活動，提倡和鼓勵不同觀點的自由討論，保障批評和反批評的權利，促進世界先進文學事業的健康發展。Article IV, in the organization and promotion of literary criticism and research activities, promote and encourage free discussion of different points of view to protect the rights of criticism and counter-criticism, and promote the health of the world's advanced literary career development.

會員Member

第十條凡贊成本會章程，發表和出版過具有一定水平的文學作品、理論批評、研究著作者，或從事文學的翻譯、編輯、教學和組織工作有一定成績者，由本人申請，本會會員介紹，經本會主席團批准即為本會會員。會員有向協會交納會費和本人出版的作品的義務。Article X in favor of the constitution, written and published over a certain level of literary works, theoretical criticism, study authors, or engage in literary translation, editing, teaching and organization of those who have certain achievements, by his application, the Council members introduced by the Council shall be approved by the Bureau of the Association. 第十一條本會會員有遵守本會章程，參加本會各項活動的義務；有選舉、被選舉和罷免權；有對本會提出批評建議、享受本會福利設施等權利。本會會員有退會自由。Article 11 The present members have to comply with the constitution, will take part in volunteer activities; has elected to be elected and the power of removal; has criticized the proposal to the Council, the Council of welfare facilities to enjoy such rights. 第十二條本會積極舉辦作家的福利事業，並依法保障會員民主權利和經濟權益，包括人身自由，創作自由和言論自由及各種正當收入。若這種權利受到侵犯，會員有權要求本會保護，本會有責任為之辯護。Article 12 will actively organize writers welfare, and shall protect the rights of members of the democratic and economic rights, including freedom, creative freedom and freedom of speech and all kinds of legitimate income. If such rights are violated, the member will be entitled to require the protection of a duty to defend this.

第十三條 本會會員如嚴重違反本會章程或因犯罪而喪失失公民權者，經本會主席團通過，停止或取消其會籍。Article XIII of the membership as a serious violation of the constitution or the loss of loss of citizenship for crime, with the approval of the Council adopted by the Bureau, to stop or cancel their membership.

組 織Organization

第十七條主席團由理事會選舉產生。由主席一人、榮譽主席一人、執行總監（總監）、副主席若干人及秘書長副秘書長組成，負責執行會員大會和理事會的決議。主席團會議由主席根據需要召集。Article XVII of officers elected by the Council.
