2004年，針對中國村民自治“偽現代民主”現象，梅志罡帶著他的研究小組歷時四年，在安徽省某縣城建立了全國首家農民普法協會，通過對村莊預算，土地糾紛等問題的共同探討，把現代民主理念介紹給農民。農村的生活是辛苦的，但夏天的蚊蟲和寒冬的低溫都沒能讓他打退堂鼓，最終，該村被國家法務部評為安徽省第一批民主法治建設示範村。
