呂永龍， 博士，中國科學院生態環境研究中心研究員，博士生導師，第三世界科學院(開發中國家科學院，TWAS)院士，國家有突出貢獻中青年專家。自1981年起，先後在安徽農業大學、中國農業大學和中國人民大學攻讀農業工程學士、系統工程碩士和環境經濟學博士學位。現任國際環境問題科學委員會(SCOPE)前主席，世界自然保護聯盟(IUCN)科學顧問，聯合國環境規劃署(UNEP)國際專家組（IRP）成員，國際科聯科學計畫和評估委員會(ICSU/CSPR)委員，羅馬俱樂部(Club of Rome)正式成員，中國生態學學會副理事長，中國可持續發展研究會常務理事兼生態環境專業委員會主任委員, 中國科技大學、中國人民大學兼職教授等。Science姐妹刊物Science Advances副主編，美國生態學會與中國生態學會合辦國際刊物Ecosystem Health and Sustainability創刊主編，創建國際期刊Environmental Development：Transdisciplinary Journal of SCOPE並擔任副主編，《生態學報》責任副主編，並擔任多個國內外核心刊物編委。

他先後參與了“將中國21世紀議程納入國民經濟和社會發展計畫”和其它國家級的可持續發展實踐活動。作為國家環境863計畫預研專家組成員，參與編寫了《環保領域高技術發展預研究工作計畫》及項目指南。參與了“ ‘十五’ 國家重點科技專項規劃”的編制工作；作為先進環保技術諮詢專家組成員，參與由國家計委委託兩院進行的“十五”、“2015高新技術產業發展規劃”的諮詢工作等。作為國家中長期科學和技術發展規劃辦公室戰略研究組副組長，參與了國家中長期科學和技術規劃的研究制定工作。作為中科院知識創新戰略研究總體組的主要成員，參與了《知識創新工程領域方向研究總報告》和《中國科學院關於知識創新工程全面推進階段的報告》等的寫作與實施工作。具體負責研究制定《中國科學院“十二五”國際合作發展規劃》和“創新2020”國際合作戰略等，參與了國家科技發展和國際合作等相關規劃的研討和專家諮詢工作。
