劉淑傑，1999年本科畢業於吉林工業大學（現吉林大學）機械工程學院，參與了來自日本文部科學省、日本佳能公司等多個機構及企業的精密測量領域的先端課題研究。

劉淑傑，2007年於日本東京大學獲得工學博士學位，畢業後先後在日本京都大學和日本東北大學金屬材料研究所做博士後研究員，2011年9月加入大連理工大學機械工程學院。日本精密工學會會員。2000年開始赴日本學習，留學期間及博士後研究期間主要從事納米級精度表面形貌測量方法的研究、MEMS器件的研發以及非晶態金屬感測器的研發，發表論文獲得高度評價，並獲國際會議，日本機械學會，日本精密工學會獎項。
