Windows Starter 2007並沒有使用Vista商標。沒有Vista著名的Aero用戶界面和DVD製作功能。它擁有Vista Home Basic的大部分功能。同時只能運行三個程式或開三個視窗，可以上網，不能接入其他計算機。沒有登入密碼，和快速切換（Fast User Switching）。Windows Starter 2007類似於XP Starter Edition（此產品在中國沒有銷售，在印度有此版本）。
