2004年7月，畢業於山東科技大學套用數學專業，獲理學碩士學位；2007年4月，畢業於南京航空航天大學管理科學與工程工程專業，獲管理學博士學位。現任南京信息工程大學副教授，副院長。賓州州立SR大學訪問學者。中國優選法統籌法與經濟數學研究會灰色系統專業委員會理事，中國運籌學會不確定分會常務理事，中國運籌學會智慧型計算分會常務理事，中國災害防禦協會風險分析專業委員會會員。
研究方向
主要從事氣象經濟與管理、不確定性決策理論、灰色系統理論、決策分析、氣象工程管理、氣象災害風險評價、公共氣象服務、模糊評價理論、預測與決策、氣象運籌學等方面的研究。
主要貢獻
主持國家自然科學基金青年項目與面上項目各一項，教育部人文社科基金一項。Information Science, Soft computing, Int J of Approximate Reasoning, International Journal of Computational Intelligence Systems等國際期刊審稿人。在國內外學術期刊、會議發表論文40餘篇，出版專著1本，其中SCI 檢索7篇。
