譚定忠，工學博士，哈爾濱工程大學機電工程學院助教、講師、副教授、教授，國家自然科學基金評審專家、中國博士後基金評審專家。主要研究方向為機器人技術、機電一體化技術、測控技術及感測器信號處理技術。
2002年任中國科學院合肥智慧型機械研究所高級訪問學者。擔任第十六批中央組織部博士服務團成員，掛職寧夏吳忠儀表有限責任公司黨委委員、副總經理。主持或參與國家自然科學基金、863計畫等項目40餘項，發表學術論文80餘篇，授權專利30餘項。2023年3月30日在寧夏大學開展《船舶工業智慧型製造》學術講座，2023年11月12日參與黑龍江省現代製造工程技術研究中心專家諮詢會議。
