1998年於南京大學化學系分析化學專業獲理學博士學位。1999年3月至2003年5月，分別在瑞士聯邦高等理工學院（ETH）、美國南卡羅來納大學及密西根大學做博士後研究；2003年5月至2006年5月，任美國Medtronic, Inc. 公司研發部高級工程師。2006年9月通過中科院人教局組織的專家組初審答辯，被推薦為中科院“引進海外傑出人才”候選人；2007年9月獲中科院“百人計畫” 擇優支持。2008年獲山東省首屆自然科學傑出青年基金資助。秦偉博士長期從事化學及生物感測器研究，曾獲聯合國機構ICSC-世界實驗室 SIMON 獎、國家教委科技進步二等獎等。
