Outside of all of the rhetoric surrounding President Bush's education plan, a recentarticle published by Caroline Hoxby in the American Economic Review sheds some muchneeded light on the muddied waters of education reform. In essence, the study finds thatincreased ability by parents to determine school placement and increased financialindependence of school districts can substantially improve student achievement, whilereducing per pupil spending. Putting it in simple terms, increased competition should resultin a higher quality product at a lower price. Not exacdy a revolutionary idea, but one that isseldom applied to the realm of public education.
The key proposals of President Bush's education plan include annual testing for gradesthree through eight, making schools more accountable for their results by tying results tofunding, the removal of some federal regulations, and a voucher-style plan. The findings ofthis study support the increased comparability of schools and increased financial andadministrative independence that President Bush's plan proposes. The one thing that thecurrent plan sadly lacks, however, is a feasible method of increasing a parental ability tochoose the school that their child can attend.
